The UAE Electronic Invoicing System is mandatory from 1 January 2027 for businesses with revenue of AED 50 million or more, who must appoint an Accredited Service Provider by 30 October 2026 (Ministerial Decision 244 of 2025 as amended by Ministerial Decision 66 of 2026); everyone else follows by 1 July 2027 and Government Entities by 1 October 2027. This kit turns the Decisions into a working file for the finance team.
- Readiness: scope and exclusion questions from Ministerial Decision 243 (Articles 3 and 4), revenue per the most recent Accounting Period, B2C carve-out, voluntary adoption; the phase, ASP deadline, go-live date, countdown in days, ASP status and monthly fine exposure compute from Cabinet Resolution 106 of 2025 (AED 5,000 per month for not implementing or not appointing an ASP; AED 100 per late invoice or credit note capped at AED 5,000 a month; AED 1,000 per day for late System Failure or data-change notifications).
- Obligations: 14 duties from MD 243 and MD 244 with the article, who bears it, status, owner and evidence.
- ASP scorecard: eight weighted criteria (on the Ministry's list, ERP connector, issuing and receiving, PINT AE validation, in-State storage, price, support and SLA, onboarding) for up to five candidates, with the recommended candidate computed.
- Field gap: the Ministry's Mandatory Fields v1.0 (23 February 2026) as 51 rows across invoice identification, transaction type indicators, seller, buyer, line level, tax breakdown and totals; mark availability, source field, owner and action; gap counts compute.
